* arm.c (emit_sfm): Don't set RTX_FRAME_RELATED_P on DWARF.

* arm.h (LEGITIMATE_PIC_OPERAND_P): Only test
CONSTANT_POOL_ADDRESS_P if a SYMBOL_REF.  Simplify logic.
