aclocal.m4 (AM_WITH_NLS): Set create_catalogs=no if no catalog compiler found. 

* aclocal.m4 (AM_WITH_NLS): Set create_catalogs=no if no catalog

	AM_GNU_GETTEXT: Don't set CATALOGS if create_catalogs=no.
	* configure: Rebuilt.
