calls.c: Include target.h. 

* calls.c: Include target.h.
        * Makefile.in (calls.o): Update.

        * config/alpha/alpha.c (alpha_end_function): Use targetm.binds_local_p.
        * config/alpha/alpha.h (FUNCTION_OK_FOR_SIBCALL): Likewise.
