libstdc++: Add unused attributes to suppress warnings

libstdc++-v3/ChangeLog:

	* include/bits/atomic_base.h: Fix -Wunused-variable
	warnings.
	* include/ext/new_allocator.h: Fix -Wunused-parameter
	warnings.
