re PR target/46608 (picochip-protos.h includes target.h)

PR target/46608
        * config/picochip/picochip.c (picochip_secondary_reload): Make static.
        * config/picochip/picochip-protos.h: Don't include "target.h" .
        (picochip_secondary_reload): Don't declare.
