pa-protos.h (reg_before_reload_operand): New function prototype. 

* pa-protos.h (reg_before_reload_operand): New function prototype.
	* pa.c (reg_before_reload_operand): New function implementation.
	* pa.md (decrement_and_branch_until_zero, movb): Use it.  Change "!*m"
	contraints to "*m".
