testsuite: Add check for overflowed IMEM region to testsuite 

gcc/testsuite/ChangeLog:

	* lib/gcc-dg.exp: Bail on region overflow for tiny targets.
	* lib/target-utils.exp: Ditto.
	* lib/target-supports.exp: Declare PRU target as tiny.
