[Ada] AI1-0201 Relational operators of static string types are now static

gcc/ada/

	* sem_eval.adb (Eval_Relational_Op, Eval_String_Literal,
	Eval_Type_Conversion): Relax rules on relational operators and
	type conversions of static string types.
