re PR preprocessor/58397 (Please add host_hooks for NetBSD to make precompiled headers work)

PR target/58397
	* config.host (*-*-netbsd*): Use x-netbsd and host-netbsd.o.
	* config/x-netbsd: New file.
	* config/host-netbsd: New file.
