re PR libgcj/7785 (Calendar.getTimeInMillis/setTimeInMillis should be public)

	* java/util/Calendar.java (getTimeInMillis, getTimeInMillis): Now
	public, per 1.4 spec.  Fixes PR libgcj/7785.
