* cp-tree.def (OFFSETOF_EXPR): New.
        * parser.c (cp_parser_builtin_offsetof): Either built an
        OFFSETOF_EXPR, or call fold_offsetof immediately.
        * pt.c (tsubst_expr): Handle OFFSETOF_EXPR.
