decl.c (gnat_to_gnu_entity): Add assertion on the types of the parameters. 

* gcc-interface/decl.c (gnat_to_gnu_entity) <E_Subprogram_Type>: Add
	assertion on the types of the parameters.  Use KIND local variable.
	<E_Incomplete_Type>: Likewise.
