fixinc.svr4: Remove dead code.

* fixinc/fixinc.svr4: Remove dead code.  Remove now-unnecessary
	cleanup of junk after #else and #endif directives.  Collapse repeated
	clauses into for statment.

	* fixinc/fixincl.sh: GNU C -> GCC.  Add usage comment.
