[ARM] Update sourcebuild.texi with testsuite/effective-target hooks

* doc/sourcebuild.texi (arm_neon_fp16): Correct cross-reference.
	(arm_neon_fp16_ok): Document adding of -mfp16-format=ieee flag.
	(arm_neon_fp16_hw): New.
