darwin-fallback.c: Compile file only on powerpc.

* config/rs6000/darwin-fallback.c: Compile file only on powerpc.
	(handle_syscall): Handle direct system calls.
	* config/rs6000/darwin.h (HAS_MD_FALLBACK_FRAME_STATE_FOR): Delete.
