* Makefile.am: Set ZIP and GCJH directly using autoconf.
	* Makefile.in, include/Makefile.in, testsuite/Makefile.in,
	gcj/Makefile.in: Regenerate.
	* configure.in: Set ZIP and GCJH.  Remove redundant condition
	in AM_CONDITIONAL(NATIVE,...)
	* configure: Regenerate.
