cp-tree.h (make_unbound_class_template): Use tsubst_flags_t.

* cp-tree.h (make_unbound_class_template): Use tsubst_flags_t.
	* decl.c (make_unbound_class_template): Adjust.  Check for tf_error.
	* pt.c (tsubst) [OFFSET_TYPE]: Check for tf_error.
