arm.c (arm_elf_asm_constructor): Remove ATTRIBUTE_UNUSED from priority argument.

	from priority argument.  Use different section for non-default
	priority.
	* config/arm/elf.h: Remove definition of SUPPORTS_INIT_PRIORITY.
