compare1.c: Add -fno-short-enums. 

* gcc.dg/compare1.c: Add -fno-short-enums.  Don't skip on any
	target.
	* gcc.dg/compare9.c: Use -fshort-enums instead of
	-fshort-enums.  Change the last test to dg-bogus.
