MessageFormat.java (MessageFormat(String)): Set the default locale.

	* java/text/MessageFormat.java (MessageFormat(String)): Set the
	default locale.
	* java/text/NumberFormat.java: Check that object is a Number. If
	not, throw IllegialArgumentException.
