add --with-{cpu,arch,tune}-{32,64} as alias flags for --with-{cpu,arch,tune}

gcc/
	* config.gcc: add configure flags --with-{cpu,arch,tune}-{32,64}
	as alias flags for --with-{cpu,arch,tune} on AArch64.
	* doc/install.texi: Document new flags for aarch64.
