[ARM] Adjust clz, rbit and rev patterns for -mrestrict-it.

* config/arm/arm.md (clzsi2): Set predicable_short_it attr to no.
	(rbitsi2): Likewise.
	(*arm_rev): Set predicable and predicable_short_it attributes.
