libstdc++: Use gender-agnostic pronoun in docs

libstdc++-v3/ChangeLog:

	* doc/xml/manual/debug_mode.xml: Replace "his or her" with "they".
	* doc/html/manual/debug_mode_design.html: Regenerate.
