Makefile.in (RANLIB_FOR_TARGET): Use RANLIB when native.

* Makefile.in (RANLIB_FOR_TARGET): Use RANLIB when native.
	(RANLIB_TEST_FOR_TARGET): Delete.  Don't pass down to sub-makes.
	Remove calls.
	* mklibgcc.in: Remove uses of RANLIB_TEST_FOR_TARGET.
