loongarch: testsuite: skip builtin-apply2.c 

On LoongArch, variadic functions use different arugment passing
conventions so this test is not valid (see the section named "Variadic
argument" in the [ELF ABI][1]) and should be skipped.

	* gcc.dg/builtin-apply2.c (dg-skip-if): Add loongarch*-*-*.
