configure.ac: Check for ieeefp.h.

* configure.ac: Check for ieeefp.h.  Check for fabsf in libm.
	* configure: Regenerate.
	* config.h.in: Likewise.
	* c99_protos.h: New file.
	* libgfortran.h: Include c99_protos.h and conditionally ieeefp.h.
	* intrinsics/c99_functions.c (fabsf): New function.
