mt-sde (CFLAGS_FOR_TARGET): Replace -fno-optimize-sibling-calls with -minterlink-mips16.

	with -minterlink-mips16.
	(CXXFLAGS_FOR_TARGET): Likewise.

gcc/
	* config/mips/t-sde (TARGET_LIBGCC2_CFLAGS): Delete.
