libstdc++/71038 fix error checks in filesystem::copy_file

PR libstdc++/71038
	* src/filesystem/ops.cc (do_copy_file): Fix backwards conditions.
	* testsuite/experimental/filesystem/operations/copy_file.cc: New test.
