Add missing dir to create_testsuite_files script

* scripts/create_testsuite_files: Add special_functions to the list
	of directories to search. Add comment referring to conformance.exp.
	* testsuite/libstdc++-dg/conformance.exp: Add comment referring
	to create_testsuite_files.
