Makefile.in (NO_OMIT_ADAFLAGS): Define.

* gcc-interface/Makefile.in (NO_OMIT_ADAFLAGS): Define.
	(a-except.o): Replace -fno-inline with NO_INLINE_ADAFLAGS.
	(s-memory.o): New rule.
	(tracebak.o): Replace -fno-omit-frame-pointer with NO_OMIT_ADAFLAGS.
