test for -mpcrel and/or -mprefixed-addr needing -mcpu=future, so
that the test against -mcpu=future is done first. Then test if
-mprefixed-addr is on for -mpcrel.
(rs6000_disable_incompatible_switches): Add -mcpu=future support.
