c-semantics.c (genrtl_while_stmt): Improve initial RTL generation when loop condition is known true, i.e. 

* c-semantics.c (genrtl_while_stmt):  Improve initial RTL generation
	when loop condition is known true, i.e.  "while (1) { ... }".
	(genrtl_for_stmt): Similarly for "for" statements.
