Use libiberty snprintf and vsnprintf on hppa*-*-hpux*. 

libiberty/ChangeLog:

	PR target/100734
	* configure.ac: Use libiberty snprintf and vsnprintf on
	hppa*-*-hpux*.
	* configure: Regenerate.
