Add pp_write_text_as_html_like_dot_to_stream

gcc/ChangeLog:
	* pretty-print.c (pp_write_text_as_html_like_dot_to_stream): New
	function.
	* pretty-print.h (pp_write_text_as_html_like_dot_to_stream): New decl.
