configure.ac: Bump minimum GMP/MPFR versions to 4.2 and 2.3.1. 

* configure.ac: Bump minimum GMP/MPFR versions to 4.2 and 2.3.1.
	* configure: Regenerate.
	
gcc:
	* doc/install.texi: Update minimum GMP version.  Remove obsolete
	text in MPFR section.
