MAINTAINERS: Remove Hartmut Penner as s390 maintainer 

Hartmut is no longer with IBM and has not worked on GCC for a
long time; he asked to be removed from MAINTAINERS.

ChangeLog:

	* MAINTAINERS: Remove Hartmut Penner as s390 maintainer.
