linux-atomic.c (__sync_lock_release_4): New. 

* config/pa/linux-atomic.c (__sync_lock_release_4): New.
	(SYNC_LOCK_RELEASE): Update to use __kernel_cmpxchg for release.
	Don't use SYNC_LOCK_RELEASE for int type.
