	Warn about fixed-point constants when -pedantic.
	* include/cpplib.h (CPP_N_SMALL, CPP_N_MEDIUM, CPP_N_LARGE): Change
	comments to support fixed-point values.
	(CPP_N_FRACT, CPP_N_ACCUM): Define.
