libiberty.h (XNEW, [...]): Move here from libcpp/internal.h.

* libiberty.h (XNEW, XCNEW, XNEWVEC, XCNEWVEC, XOBNEW): Move here from
	libcpp/internal.h.
	(XDELETE, XRESIZEVEC, XDELETEVEC, XNEWVAR, XCNEWVAR, XRESIZEVAR): New
	macros.
