re PR target/54461 ([avr] add configure option for better AVR-Libc integration)

PR target/54461
	* configure.ac (noconfigdirs,target=avr-*-*): Add target-newlib,
	target-libgloss if not configured --with-avrlibc=no.
	* configure: Regenerate.
