Makefile.am: Remove no-dependencies.

	* Makefile.am: Remove no-dependencies.  Add ACLOCAL_AMFLAGS.
	* acinclude.m4: Delete logic for sincludes.
	* aclocal.m4, Makefile.in, configure: Regenerate.
	* include/Makefile: Likewise.
	* testsuite/Makefile: Likewise.
