gcc.c: Change ifndef _WIN32 to ifndef NO_SYS_FILE_H when...

* gcc.c: Change ifndef _WIN32 to ifndef NO_SYS_FILE_H when deciding
	whether to include sys/file.h.
	(execute): -pipe is supported for cygwin32.
