re PR libgcj/28576 (PlainDatagramSocketImpl::connect: not implemented yet)

PR libgcj/28576:
	* gnu/java/net/natPlainDatagramSocketImplPosix.cc (connect):
	Implemented.
	(disconnect): Likewise.
	(send): Handle already-connected case.
