re PR lto/61313 (configure incorrectly strips $target_alias from PLUGIN_LD_SUFFIX) 

PR lto/61313
	* configure.ac (PLUGIN_LD_SUFFIX): Do not touch the value specified
	by the user.
	* configure: Regenerate.
