LoongArch Port: libgcc

	* config/loongarch/sfp-machine.h: Like wise.
	* config/loongarch/t-crtstuff: Like wise.
	* config/loongarch/t-loongarch: Like wise.
	* config/loongarch/t-loongarch64: Like wise.
	* config/loongarch/t-softfp-tf: Like wise.
	* config.host: Add LoongArch tuples.
	* configure.ac: Add LoongArch support.
