encodings.pl: Generate lower-case names.

* scripts/encodings.pl: Generate lower-case names.  Updated URL
	for `character-sets' file.
	* gnu/gcj/convert/IOConverter.java (canonicalize): Convert name to
	lower case.
	Rebuilt list of aliases.
