cppfiles.c (open_file): Don't mark zero-length files never-reread here. 

* cppfiles.c (open_file): Don't mark zero-length files
	never-reread here.  Don't output diagnostics here either.
	(stack_include_file): Mark them never-reread here.
	(_cpp_read_file): Update.
