contrib: add git-commit-mklog wrapper

contrib/ChangeLog:

	* gcc-git-customization.sh: Use the new wrapper.
	* git-commit-mklog.py: New file.
	* prepare-commit-msg: Support GCC_MKLOG_ARGS.
