documentation_hacking.xml: Fix broken reference to the Doxygen manual. 

* doc/xml/manual/documentation_hacking.xml: Fix broken reference
	to the Doxygen manual. Avoid a "here" link on the way.
	Fix another broken link to Doxygen docblocks.
