type_traits: Implement is_function.

	is_object/typedefs.cc: Likewise.
	* testsuite/tr1/4_metaprogramming/primary_type_categories/
	is_function/is_function.cc: Likewise.
	* testsuite/tr1/4_metaprogramming/primary_type_categories/
	is_function/typedefs.cc: Likewise.
